Overview The Director of Business Development plays a critical role in driving revenue growth, expanding market share, and increasing profitability within the educational management services industry. This role is responsible for developing and executing strategic sales initiatives, managing complex, multi-stakeholder sales cycles, and building long-term partnerships with educational institutions. The ideal candidate will possess a strong understanding of school funding systems, K–12 procurement practices, and education administration, combined with the ability to influence senior decision-makers.

 

Essential Duties & Responsibilities
  • Collaborate with local, regional, and national Operations teams to secure new business opportunities.
  • Identify and pursue new business opportunities, market segments, and growth areas within the education sector across Southern California and Arizona.
  • Develop and implement comprehensive sales strategies aligned with organizational goals and the education marketplace.
  • Prepare and present regular sales reports, forecasts, and executive-level presentations.
  • Interpret and communicate school funding structures, budgetary processes, and recruitment dynamics.
  • Deliver persuasive presentations to educational executives, board members, district administrators, and key stakeholders.
  • Attend educational conferences and industry events to expand relationships and generate sales opportunities.
  • Analyze sales performance, market trends, competitor activity, and customer feedback to inform growth strategies.
  • Manage a full-cycle sales pipeline while meeting or exceeding annual new sales quotas.
  • Travel approximately 50–60% of the time across a contiguous multi-state territory.

 

Qualifications
  • Bachelor’s degree in business, education, marketing, sales, or a related field.
  • Three to five (3–5+) years of experience in sales as an individual contributor, preferably within the education sector.
  • Solid knowledge of education administration practices, special education and related services, and K–12 procurement.
  • Proficiency with sales methodologies, CRM systems, and sales analytics tools.
  • Advanced skills using Microsoft Office Suite (Word, Excel, PowerPoint) or equivalent software.
  • Strong communication and presentation skills with the ability to clearly articulate complex concepts.
  • Demonstrated ability to adapt to changing market conditions and develop innovative sales strategies.
  • Proven ability to manage all facets of a sales pipeline while maintaining focus and accountability.
  • Existing relationships or points of contact in Texas, Oklahoma, and Louisiana are a plus.
  • Must reside in Southern California.

Using proven sales methodologies and deep industry experience, the Senior Business Development Manager will proactively generate opportunities, manage the full sales cycle, and partner closely with internal teams to deliver customized security solutions that protect people, property, and assets.

 

Key Responsibilities
  • Proactively identify, source, and develop new business opportunities within the physical security marketplace, with direct responsibility for new client growth.
  • Build and manage a robust pipeline of enterprise security opportunities, from lead generation through contract execution.

Prepares and coordinates bid advertisements; develops and distributes plans and specifications; facilitates pre-bid and pre-construction conferences; evaluates bids; and prepares agenda items for award of contracts. Receives, reviews, prepares and/or submits a variety of reports, documents, forms, and records including but not limited to, engineering plans and specifications, technical reports, bonds, insurance documents, soil reports, utility tests, permits and applications, purchase requisitions, personnel and legal documents, expenditure and accident reports, and miscellaneous technical documents and correspondence. Represents the department at City Commission and other internal and external meetings when required; responds to public concerns and complaints and takes corrective action, consulting with the Director where necessary. Directs the professional development and training of department personnel ensuring they are properly inducted, oriented, and trained. Assures administrative requirements of assigned projects including but not limited to, project schedules and milestones, material procurement, permit procedures and related paperwork, and processing of purchase requisitions; works with internal and external jurisdictional organizations and local drainage districts to ensure that permits and plan approvals are secured prior to construction and Certificates of Occupancy and Final Certifications are secured prior to the completion of construction. Conducts and/or coordinates on-going field reviews of projects in the construction phase; monitors adherence to project schedule, safety requirements, and proper construction techniques; handles and assists staff with field conflicts and unusual or difficult solutions to construction conditions and complex problems; works with project inspectors as required ensuring contract compliance and quality of work. Monitors contractor activities, drawings, submittals, costs, and overall performance; approves and denies, within limits of authority, contractors change orders as necessary; makes determination with consultants and contractors when project has achieved substantial and final completion. Selects, trains, motivates, and evaluates staff; provides or coordinates staff training; works with staff to correct deficiencies; makes recommendations regarding discipline and termination.

 

Pay and Bargaining Status This is an exempt position pursuant to the Fair Labor Standards Act based on the executive, professional and administrative exemptions and is paid by salary, issued bi-weekly. This position is excluded from the collective bargaining agreements between the City of Tamarac and the Federation of Public Employees and between the City of Tamarac and the Local 3080, Metro-Broward Professional Fire Fighters, IAFF.

 

MINIMUM QUALIFICATIONS Bachelor's degree in construction management, structural or civil engineering, or related field; supplemented by five (5) years of progressive responsible experience in the planning, design, and construction of engineering and architectural projects, including at least two (2) years of managing such projects of varying complexity; or an equivalent combination of education, certification, training and/or experience.

 

Required Certifications and Licenses Must possess and maintain a valid State of Florida Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines. National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities.

 

PREFERRED QUALIFICATIONS Five (5) years of managing infrastructure and construction projects in the public sector and designation as a Certified Construction Manager (CCM) or licensure as a Professional Engineer (PE) or General Contractor by the State of Florida and credentialed as a LEED Accredited Professional (AP) Green Business Certification Inc. (GBCI) or Project Management Professional (PMP).

 

JOB KNOWLEDGE Advanced knowledge of the principles and practices of construction project management including planning, design, inspection, and warranties. Advanced knowledge of and skill in reading, interpreting and responding to a variety of plans, diagrams, specifications, contracts, and City Code; skill in preparing professional and technical reports and correspondence.
  • Advanced knowledge of applicable program related laws and regulations and ability to correctly interpret and efficiently implement all applicable policies and procedures.
  • Advanced knowledge of initiating and administering policies and procedures for effective fiscal control and skill in developing bids and administering contracts.
  • Advanced knowledge of capital improvement projects and skill in detecting deviation from approved design, specification, and construction procedures.
  • Working knowledge of the functions and interrelationships of city and other governmental agencies.

 

PHYSICAL REQUIREMENTS Depending on functional area of assignment, tasks involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). Tasks may involve extended periods of time at a keyboard or workstation and extended periods of time standing and/or walking.
